Writers' Dojo

Writers' Dojo is based in Portland, OR. It is both a physical place and an online zine.

It's cross-genre, and publishes fiction, nonfiction and poetry. The submission guidelines are fairly lengthy and specific, so I'm just going to link to them. BE SURE TO READ THEM THOROUGHLY. I'm their webmaster, and I spoke with the publisher not an hour ago; they are open to non-traditionally published authors and authors outside the Pacific Northwest, though, you know, it wouldn't hurt to be from Oregon or Washington. Their primary concern is quality.
